STATES WIN'S PLANS FOR 2025-2026
Putting Democrats in control of the states is the most powerful way we can protect our fundamental rights – most of which are actually governed by the states, not the federal government, everything from voting rights to reproductive freedom to climate change legislation.
2025 IS STEP ONE
Step One of our Plan was a resounding success. In 2025 States Win endorsed 23 candidates in races for the Virginia House of Delegates and every single candidate won, making possible the biggest Democratic majority in the Virginia House in 40 years. These wins, together with the victory of Democrat Abigail Spanberger for Virginia governor, made Virginia the 15th Democratic Trifecta state (with both state chambers and the governorship controlled by Democrats.)
In 2025 States Win also was pivotal in ending the Republican supermajorities in the Iowa Senate and Mississippi Senate, and in holding the line in the Minnesota House and maintaining the Democratic majority in the Minnesota Senate.
2026 IS STEP TWO
- Flip just 12 seats in the Wisconsin, Minnesota and Michigan legislatures and retain our Democratic governors there.
- Hold our control in the 15 states in which Democrats currently control both legislative chambers and the governorships.
BY 2028, STEP THREE
Flip just 11 seats in the Arizona and Pennsylvania legislatures and retain our Democratic governors there.
By flipping just 23 state legislative seats over the next few years, 42.5 million more Americans will be governed by Democratic majorities at the state level.
